The license was issued by the Office of Foreign Assets Control (OFAC) of the U.S. Department of the Treasury.
Guacamaya, July 8, 2025. On Monday, the U.S. Department of the Treasury issued General License 40D, allowing a final window for transactions to import liquefied petroleum gas (LPG) into Venezuela.
This license authorizes the unloading and delivery of liquefied petroleum gas until September 5, provided it was loaded onto a vessel before July 7. It follows General License 40C, which permitted these activities for one year until July 8.
Liquefied petroleum gas is a mixture of propane and butane. In Venezuela, it is essential for both domestic use and the operation of thermoelectric power plants.
Despite the country having vast gas reserves—over 220 trillion cubic feet—its production barely meets domestic demand. Venezuela has been importing the resource for years and does not plan to export its first molecule of gas until at least 2027.
