Guacamaya, January 13, 2026. On Tuesday, the leadership of the Permanent Commissions and Parliamentary Friendship Groups of the National Assembly was defined following the start of the annual period of ordinary sessions, which marks the beginning of the 2026–2031 Legislative Term. The proposed agenda included solely the designation of these bodies, renewed annually, which will enable specialized work and international relations from Parliament.
Prior to the designation, the President of the Legislative Power, Jorge Rodríguez, expressed gratitude for the work of the 15 commissions of the 2021–2025 Legislative Term, which produced 100 laws duly sanctioned by the National Assembly. He also urged the new parliamentarians to maintain and deepen the functions of these bodies for the 2026 period of ordinary sessions, which began on January 5.
“I urge you to make consultations with the people more intense, more prolific, so that they are aware of the functions of each of the permanent commissions. I am certain that with the proposals we have been putting forward, including the organization of the entire legal framework of the Bolivarian Republic of Venezuela, the work of the (upcoming) permanent commissions will be quite fruitful,” said Rodríguez.
Permanent Commissions are internal subdivisions of the National Assembly, limited to a maximum of 15 according to Article 193 of the Constitution. They are dedicated to examining bills, conducting investigations, exercising political oversight, and approving or rejecting initiatives before they reach the plenary. They are composed of an odd number of deputies (between 11 and 25), elected annually in January based on party representation. Each has a president, first vice president, and second vice president, and they meet—even during recesses—in the José María Vargas Building, the administrative headquarters of Parliament.
Parliamentary Friendship Groups, meanwhile, seek to promote bilateral relations between Venezuela and other countries, fostering solidarity, parliamentary exchange, and support for foreign policy. Recently, the National Assembly has established dozens of these groups, with the aim of strengthening parliamentary diplomacy.
