Chinese Company Signs Letter of Intent for La Guaira Special Economic Zone

Guacamaya, July 12, 2025. On Friday, Chinese company Shenzhen Mood LED Technology Co. signed a letter of intent with the government of La Guaira to establish a production plant in the state’s Special Economic Zone (SEZ).

The factory will manufacture LED screens at the Industrial Center for Technology and Innovation (CITI) in La Guaira, utilizing the warehouses formerly occupied by Almacenadora Catia La Mar. This is the same location where Iranian company Modern Data Centers Development Company (MDC) is setting up a fiber-optic materials factory.

According to the “sole authority” of La Guaira’s SEZ, the signing is “the first step in a 120-day schedule to set up an LED screen manufacturing plant at CITI.”

Mood LED is headquartered in Shenzhen, Guangdong, in southern China, where it manufactures its products. According to social media, its primary market is Chile, and it aims to expand further across Latin America.

As an investment within an SEZ, more than half of the production must be exported to qualify for tax rebates. Otherwise, the company would lose its fiscal benefits—the sole advantage of operating within the zone.

To date, SEZs have primarily attracted hotel investments in the Paraguaná Peninsula (Falcón) and La Guaira. In the latter state, manufacturing projects have also emerged. Besides the two CITI projects, Turkish group Sayinlar has set up an oil bottling plant. No known projects have been announced for the SEZs in Aragua, Nueva Esparta, or La Tortuga.
