The signing of the Phase II Protocol Act for the project “Comprehensive Psychosocial Care with an Emphasis on Restorative Justice for Persons Deprived of Liberty” between CAF – Development Bank of Latin America and the Caribbean and the NGO Proyecto Alcatraz represents far more than a technical cooperation agreement focused on Venezuela’s prison system.
