Guacamaya, June 15, 2026. The acting president of Venezuela, Delcy Rodríguez, announced this Monday a reshuffling within the Executive Branch with the appointment of Nelson Rodríguez as the new Minister for Ecosocialism and Rosinés Chávez as head of the Great Mission Venezuela Joven. The day’s agenda also included progress on agreements for the recovery of the National Electric System.
The first appointment was that of Nelson Rodríguez, who replaces Freddy Ñáñez as Minister for Ecosocialism. Additionally, he will become the new president of the National Institute of Parks (Inparques), an organization previously led by Rosinés Chávez, the other figure whom the president has assigned to a new role.
Nelson Rodríguez is a professional with a technical background in forest management, strategic planning, and environmental conservation. He is the current president of the National Forestry Company (Enafor) and his mission, according to Delcy Rodríguez, will be focused on “strengthening policies to protect the environment.”
Thus, Freddy Ñáñez, who had led the Ecosocialism portfolio since January, definitively leaves the ministerial cabinet, having previously served as Minister of Communication and Information and sectoral vice president of Communication, Culture, and Tourism.
Rosinés Chávez — daughter of former president Hugo Chávez —, for her part, was appointed head of the Great Mission Venezuela Joven, replacing Génesis Garvett, who had led the Mission since January 2024 and will now take on new responsibilities.
Chávez is an internationalist, graduated in France, and was appointed president of Inparques in March 2024, a position she held until today when replaced by Nelson Rodríguez. According to the national president, her mission will be to “strengthen the project to support young people in communities and expand opportunities.”
Previously, Delcy Rodríguez signed a memorandum of understanding with General Electric Vernova at Miraflores Palace for the recovery of the National Electric System, with the assistance of the U.S. Chargé d’Affaires, John Barrett, and executives from the electric company.
The alliance aims to add 2,640 MW and, within 4 years, more than 5,000 MW, by integrating GE’s 130 years of experience. The agreement accompanies the partial reform of the Organic Law on the Electric System and Service, approved in first discussion on June 2 and under public consultation since June 9.
