Survey: Turnout for Venezuela’s May 25 Elections Estimated at 20% to 25%

Guacamaya, May 17, 2025. The polling firm Poder y Estrategia states that voter turnout for the legislative and regional elections on May 25 could be around 24%. This figure accounts for those who said they would “definitely” vote, while an additional 10% responded that they “think they will.”

Ricardo Ríos, president of the polling firm, explained that the 24% turnout projection is based on registered voters currently residing in Venezuela. However, he noted that “if recalculated based on the official voter registry, which does not account for migration, turnout would be below 20%.”

Voting intention stands at 46% for the ruling party, meaning candidates from the PSUV. About 40% would go to the various opposition forces, which are particularly fragmented this time. The remaining 14% are undecided voters. Regarding this, Ríos commented that there is significant unfamiliarity with several opposition candidates.

According to Poder y Estrategia, in Miranda, the combined support for multiple opposition candidates exceeds that of the PSUV. In states like Zulia and Barinas, currently under opposition governors, the race is a technical tie. The survey did not include Cojedes and Nueva Esparta, where the PSUV also does not hold the governorship.

The poll was limited to nine of Venezuela’s major urban centers: Caracas, Valencia, Maracaibo, Barquisimeto, Puerto La Cruz, Barcelona, San Cristóbal, Barinas, and Ciudad Guayana.
