Venezuela and China Strengthen Alliance as Two Vice Presidents Meet in Beijing

Guacamaya, April 24, 2025. As Venezuela searches for new economic balances amidst sanctions, Vice President Delcy Rodríguez arrived in Beijing to begin a working visit. On this Thursday, Rodríguez held a meeting with her Chinese counterpart, Han Zheng, with the aim of strengthening trade relations.

According to official statements, this trip will also serve to review more than 600 existing bilateral agreements, “with very concrete proposals” and “adapted to the new times and challenges of the global economy.” The Vice President, who also serves as Minister of Hydrocarbons, emphasized the importance of building a “shared destiny based on peace and cooperation, in a ‘win-win’ framework between both nations.”

“We have arrived in the city of Beijing in the People’s Republic of China to carry out a working visit within the framework of the All-Weather and All-Time Strategic Partnership,” Rodríguez stated on her Telegram channel regarding the agreements signed by both countries in September 2023. This alliance encompasses sectors such as energy, technology, infrastructure, education, and health, among others.

For their part, the Asian delegation highlighted their commitment to collaborating with Venezuela to further strengthen the so-called All-Weather and All-Time Strategic Partnership. This agreement was signed in 2023 by Venezuelan President Nicolás Maduro and his Chinese counterpart, Xi Jinping, following Maduro’s visit to the Asian nation.

On Wednesday, Rodríguez was received by Tang Lingyun, Deputy Director of the Latin America and Caribbean Department of China’s Ministry of Foreign Affairs, and Venezuela’s ambassador to China, Remigio Ceballos Ichaso. From China, the Vice President remotely inaugurated the First International Entrepreneurs Congress in La Carlota, an event aimed at promoting entrepreneurship and innovation in Venezuela.

This visit takes place against a global backdrop marked by geopolitical tensions following international sanctions on Venezuela, as the country seeks strategic partners to deepen its relationship with China. The alliance between the two nations, forged during the era of Hugo Chávez and consolidated under Nicolás Maduro, stands as a pillar for Venezuela’s economic development and foreign policy.
